As a knowledge-base for youth programmes and strategies The Youth Institute would be a repository of current knowledge about who is doing what and with what effect for youth living in poverty in South Africa (including a current assessment of gaps and best practices). Through an initial national audit of programmes for youth, it will serve as a knowledge base of youth strategies and interventions available to government, funders of youth programmes, existing programmes seeking to improve effectiveness and new NGOs, CBOs, and FBOs who do not want to duplicate efforts or reinvent the wheel. In this regard it is envisaged that TYI will work closely with the Department of Social Development, The Umsobomvu Youth Fund, and the South African NGO Network (SANGONET).

It will also actively encourage original developing world youth development research: The Youth Institute will intentionally encourage original academic youth research in the developing world. It will do so by partnering with existing scholarship providers to ensure that some awards are earmarked for youth development research both at local and international universities. In partnership with local universities postgraduate courses accessible to youth development practitioners and researchers will also be made available. As TYI matures it is envisaged that it will itself be a provider of scholarships to outstanding candidates, as well as provide resources and a mentoring environment for youth researchers.
